New Temporary and Moveable Accommodation Policy Adopted
At its June 2025 meeting, Council endorsed a new Temporary and Moveable Accommodation Policy and supporting guidelines to help provide more flexible housing options across the Shire.
The policy reflects recent changes to State regulations, which now allow people to camp on land they own or have permission to occupy for short periods of up to 5 days in a 28 day period without approvals, or longer, with Shire approval.
This new approach supports a range of temporary living arrangements, such as accommodation during home builds, housing for visiting family or carers, or options for seasonal workers.
What types of accommodation can be approved under the policy?
• Self-contained caravans, RVs, buses, and tiny homes on wheels
• Campers and non-self-contained vans (if amenities are available)
• Tents and rooftop setups – up to 30 days, subject to conditions and amenities
What’s not covered?
• Transportable buildings like dongas or modular units – these need a planning application
• Sea containers, sheds and similar structures – not considered habitable without major modifications and building permit approval
